Improper guidance to switch off AIS while alongside

IMO Resolution A.1106(29) states that AIS should always be in operation when underway or at anchor, and while alongside unless port safety or security regulations require otherwise. Permitting AIS to be switched off based solely on terminal confirmation contradicts IMO recommendations.

Suggested rewrite

Note: AIS should remain operational while alongside unless specifically requested to be turned off by port authorities or relevant safety/security regulations.

Why: AIS operation while alongside is mandated unless port/flag regulations specifically require deactivation.
